Okay, try this package.
Please delete the complete folder /ext/ioxpus/dlext/migrations/ and delete the subfolder production from the folder /cache/ before upload and using this package.

Have you tried uninstalling the extension data just once?
Then the second error message would not be explainable.

Since so many errors have crept in by now, the only thing left to do is to remove the extension manually from the database in order to be able to reinstall it.

At least delete the extension installation flag itself:
delete from phpbb_ext where ext_name = 'oxpus/dlext';

Now empty the cache of the forum and hopefully all leftover data from the extension will be completely removed to be able to reinstall the extension.

Important note:
Since I still don't know what went wrong with the attempted update (due to a lack of knowledge about the error message that was displayed), I can only continue to provide assistance to eliminate the installation of the extension.
If there are further bits of data in the database that I don't know about, they would all have to be painstakingly removed individually to ensure that the extension can be reinstalled.
But that wouldn't really be possible withour directly access to the forum or the database.

This shouldn't be done in a productively used forum, but it would help to find and eliminate as many errors as possible.

Ran all three SQL statements,

deleted file system

purged cache.

DL ext still showing with error, some ACP modules still showing

Appears as the rest of the database tables have been removed

The “oxpus/dlext” extension is not valid.

First:
Delete the extension package completely from your forum.

The spelling of them were bad.

Delete all modules of the download extension manually within the phpbb own module management (ACP > System > Module Management > Administrator Control Panel and ACP > System > Module Management > User Control Panel).
Be sure that really none of the extension modules are presents after deleting them.

After completely deleting the extension from the forum database, your phpBB should no longer recognize the extension and should not display any error messages.
So something went wrong while cleaning up.

In addition to the above-mentioned new cleanup action, deleting all files of the extension from the server (not even the /ext/oxpus/dlext/ folder is allowed to remain), only the forum cache would be able to buffer the extension and cause errors.
Therefore, it is important to completely delete the /production/ folder from the /cache/ folder after completely deleting the extension's files.
If the forum continues to be well attended and the cache folder /production/ keeps reappearing, please delete this folder again to make sure that the cache is no longer buffering the download extension.

And please urgently install the debug extension I linked into your forum in order to find out more about the remaining data in the extension through the error messages the debug extension records. Also and especially the supposedly missing modules, which are probably note longer exists.
