I use 6.4.22 version. I set the permissions of the anonymous so that they can download from a folder, but if I try to download anonymously I have this error message:

Access denied!
You have no rights to download this file!

I have increased traffic limits (10 gigabytes), but the message is the same

How can I fix this?

Only then guests can download files.

You can also disable the traffic management completely. So all users will not need any traffic for downloads.
