Download MOD - is it possible?

Can you set Download MOD in such way so you can force a user to upload a file before download any?

And furthermore: can you limit this download time within 24h from the moment the file has been uploaded?

Hm, not in an easy way.
There must be an extra table to controlled the upload with the userdata and a time stamp to be able to overwrite the download permissions.
