I can download the mod with Google Chrome 3.0.195.38.
Edit:
After having downloaded latest version of Chrome (10.0.648), I confirm there's a problem.
No problem to dl with Firefox and Seamonkey.

sometimes it happens with Seamonkey too but it's more rare.

Back to Chrome and:
the Captcha is not recognized very often whereas it seems typed correctly most of the time. And when considered typed ok, the problem is as described by Lucky65. The page refresh but the dl doesn't start.

I have a few feature requests, if you don't mind.
1)
Provide an option to enable Captcha based on the status of the file (or the permissions). For example, if the dl is Free or Free for reg. users, enable captcha, and if it's not, remove the captcha. I find Captcha useful to prevent automated downloads or direct links, but I don't want to bother the legitimate users once they have obtained a higher status.

2)
I find a bit odd that when the dl is visible but not downloadable, there is nothing to indicate what to do in order to dl the file. So add a message like "In order to download this file, you need to be logged in." and a link to a login/register box at the same place where the Download button is located when it is here. If the dl is restricted to a specific usergroup, replace the message by "This download is restricted to a specific usergroup."

Is it me or the Captcha and download button are not displayed at all with IE? I have IE8.
(I don't use IE personally so it's why I just noticed that today)

The problem (described by Lucky65) seems to come from the Captcha. If I disable it, the download starts normally (Firefox, Seamonkey, IE and Chrome).
