The path forum/download/ is a system folder to be used by phpBB itself.
Where should be only 2 files:
- file.php
- index.htm
This is not a folder by the download extension!!

The extension can only provide a file storage under /forumroot/store/ and the own file structures inside the extension directory.
Not on any other place.
