ohhh. i think i figured it out... i had traffic management on. seems that may have been the issue

The traffic management doesn't influence the permission system.

At first you cannot set permissions for the user group "Guests".
The extension handles guests seperatly and not based on the user group.

Second:
If you will setup permissions for selected user groups, you needs to change the permission to "User group" on the options for "all users" in the category permission settings as you have done this in your category "Year 2009".
After this you are able to setup each permission on/off for several user groups, expected for "Guests".

Important:
There is no permission setting that definitely blocks certain rights, as is also possible in phpBB.
In the extension, all rights are only summarized for each user group.
So if one user group has the right to view or download a download, another user group cannot prohibit this with the “Never” option.
And permission settings for individual users are also not possible.
