Yes. I uploaded all the files again. I'm still getting a blank screen when I hit submit.

First, I ran this:
INSERT INTO phpbb_config (config_name, config_value) VALUES ('use_hacklist', 0);

That took care of the error. I tried to upload again (after entering all my information), and I click the submit button and get a blank screen. So I ran the install.php ...
